Andrew Russell - Managing Director
BSc(Eng), MSc, DIC, CEng, FICE, FIStructE, MAE
Andrew is a Chartered Structural and Chartered Civil Engineer with 40 years of structural engineering experience, having worked with leading consulting engineering practices around the world. He has designed and inspected a wide range of building structures across most sectors of the built environment and has extensive knowledge of building defects. Andrew has also developed a reputation as an expert witness, assisting in dispute resolution.
Dave Clare - Operations Director
BSc (Hons), MRICS, C.Build.E, FCILA, FUEDI-ELAE
Dave is responsible for the strategic delivery of all Engineering and Reinstatement Cost Assessment services within the wider building consultancy operation. He is a Chartered Surveyor, Chartered Loss Adjuster and Chartered Building Engineer and has worked in the construction and insurance sector for over of 23 years, initially running his own business and later developing a number of insurance and engineering industry led building services.
Ray Panther – Associate Director (Surveying)

Ray has worked within the civil and structural engineering industry for over 30 years. He has developed a deep enthusiasm for the built environment through the inspection of buildings, structures, and infrastructure of all scales. Ray often reflects on the privilege of being involved in many sectors throughout his career, learning and evolving his skill set from colleagues and industry professionals. He has provided survey and inspection services and led inspection teams for clients in various sectors, including domestic, local authority, developers, commercial, industrial, education, power, heritage, highways, defence, and rail projects.
Samantha Goulden – Operations Manager
CMgr, MCMI
Samantha brings over 30 years of experience in finance, operations, and leadership. She holds an AAT Advanced Diploma in Accounting and a CMI Level 5 Diploma in Management and Leadership, which have equipped her with a strong foundation in business management and strategic operations.
As an integral part of Structural Surveys from its inception, Samantha has played a key role in the company’s growth and success. Now, as part of the QuestGates Group, she is dedicated to driving the Building Consultancy Division forward, working towards establishing it as a leading service provider in structural engineering across both the insurance and non-insurance sectors.
